Create custom wordpress code to send out selected 'new comment' notifications

I am looking for some custom code to manage blog post notifications on my word press website. I will state now that my budget is very, very limited so anyone looking to make some big money need not waste your time reading any further. My project is split into two tasks: 1) produce a back end function that allows the admin to select if the author of a post should receive notifications. 2) produce front end functionality to allow the author (who is logged in) to see a list of their blog posts and select whether they wish to receive notifications.
