Development needed for a responsive photography website with a membership management

I want to build a website to post pictures and videos of some sexy models(not porn, thank you:)), with a paid membership to make a profit.
Please check my objective website([login to view URL]) carefully, the webmaster is using a Wordpress theme——Cutomizr(don't know whether is a free or pro edition). My goal is to make some modifications based on it.
The website will be built around these 3 main functions:

1)The display modes can be switched between Mansory, Grid, and sliders;
2)Add BGMs to the specific gallery page(with an on&off button);
3)Add Night Mode to the website(with an on&off button);
4)Build profile&album page templates for the featured models;
5)Descend the galleries in the order of likes, views, and comments;
6)Right-click protection of the content;
2.Membership&Subscription(payment by Paypal)
1)Integration of 3rd party SNS accounts logins(Facebook, Twitter, Google+, etc) with an email address at the same time, for the after email marketing;
2)2 membership types——freemium and subscription;
3)2 subscription types——monthly and annually;
4)Free users can only view 10 photos of a gallery, while subscription users have full access and can download high-definition packages and videos

All the photos and videos will be stored on a 3rd-party platform, probably using a VPS for storage or CDN
As you can see, the project may be divided into 2 parts: frontend development(by CSS, HTML, etc)and some functions by plugins. What's your suggested cost of purchasing the theme, plugins, and cloud storage services? Are some of them included in the whole budget? Please make a list.
