A digital rework of a print logo

I'm redesigning a web site for a predominantly print-medium company, and need their logo to be vectorized so I can use it in the web redesign. The logo attached is what the client would like to hold on to, meaning the shape of the logo, however, I cannot work with the logo as is.
I need the logo reworked so that it can be used as an SVG. The name of the business will be font-based and I need a serif-type font to fit what is in the attached as I don't know the original color scheme of the logo, nor the original font used.
The web site is based off a design done but a freelancer they hired recently, unfortunately, this freelancer does not do CI and asked the logo to be designed by someone else.
We have a very small budget for this, unfortunately and would like it to be done as quickly, and as professional as possible.
