Make Invisible 3D Graphic Animation Player/Viewer. See attached video.

See attached video, then let me know if you can build what I need. I need an invisible 3D Graphic player/viewer made so 3D graphic animations .glb and .mov files can be shown without seeing the player and the player will be transparent and will be in front or forward of everything shown on my computer screen. See attached document. I want to be able to play 3D Graphic Animations that appear to play in front or forward of everything on my computer screen. I want the invisible 3D Graphic Animation player to always be the front view of whatever I open on my screen so I can also screen share the 3D Graphic Animation. It will open .glb and .mov and other 3D Graphic Animation files inside the invisible viewer/player and play the 3D Graphic Animation with audio. The software must package the 3D Graphic Animation and Player/Viewer as an HTML file when I press export. Packaging the 3D Graphic Animation and Player in an HTML file will make it easy to install and open on my computer and easy to upload to my server so I can click the link to play the 3D Graphic Animation.
