Amend a current web page to make it work, errors in coding

OK, So I have a form which requires a programmer to make some changes to, my usual programmer is unavailable, the project is now massively over time and monetary budgets and I need to find someone who can do this in minutes. In my mind it's not a massive task. Simply, when the upload takes place, check to see if there is a folder, if not create a folder in the format of Current Thai Year (Gregorian +543) > Current Month-Current Year. My project has been centralised and the issue now is that the files are being uploaded in the format of year > day-year which is not suitable since next month I will either experience write issues or the files won't be saved. There is also an issue where, when I press a hyperlink to view the file I receive an error with the date string. On my programmer's computer he used a Gregorian time format whereas on my server it's Thai Date/Time format. The issues are mainly in the general methods file but I have uploaded the upload web form too just so you have something to reference. Ideal candidate will be able to solve this problem within minutes at not a massive cost. To date this project has cost me 5000 USD and it's not a massive web site so is massively over budget and I am starting to lose all faith in freelancer.com. There is also more work available, correcting errors made on these forms for the right candidate.
