geo javascript and bookmark pop code

I need a piece of code that will check an incoming refers country origin based on a geo list. And also create a cookie so that if this person comes back in a certain time period it doesn't run the code. My objective is to be able to target popunder code to certain countries and prevent a visitor from seeing it basically every 24 hours. I don't want for example US advertising hitting a UK visitor nor do I want a visitor getting hit with more then 1 ad if they visit the site 5 times in 1 day. I would also need to have it setup so that if I have say US, UK, and German ads I can have a text file with the approriate ad code in each and a default for everything else. If at a later time I need a code for France for example all I would need to do is tag all french visitors with the french text file to display that code. Example code: Visitor comes to site Script checks for cookie -if cookie found then --check for time --if time is under x minutes then stop --if time is over x minutes then replace time with current and continue if cookie not found then create one with a current time Then the script checks for country of origin -if a certain country then display certain code finish These are only examples if you have a quicker way to meet my objective I would consider it.
