I need to convert custom binary data into XML or a similar format using NetCDF Java and store the results in a postgre database for plotting on a map using mapserver.

I need to take weather radar data that is encoded in a custom binary format and convert it to XML or other useable format and store that data in a postgre server for plotting to a map. I already have mapserver on my server, but would prefer to use Google Maps and a Google Earth KML for the output, if possible.

There are also other ways to decode this data if the above is not practical. Feel free to make a suggestion in your proposal if you have a better idea.

I have an experience for doing this when I am creating "color Image Layer" usinng aerial photograph
my reference was OT exsamap Asia. i can do this either using Java XML or other tools. its simpe for me
