Joomla Template - Recreate Simple Site for Joomla

I am looking for an independent Joomla template designer for what should be a very easy job. The website layout, graphics, etc are already designed - I just need it recreated in a Joomla template for distribution across several sites. It is a simple CSS layout consisting of a lot of static elements, a simple dropdown menu, and one content area. See the attached image for a diagram.
As you can see from the image, this is not a complex site. The template designer would not be responsible for formatting or importing any article content, setting up links, etc; this is all layout work.
At the completion of the job what I ultimately need is this: the layout above recreated in CSS for Joomla in template form, with a class of article set up specifically for user-submitted text for display in the Content area. Links in the dropdown menu will change the article displayed in the Content area. Simple enough for a day's work.
Job Scope:
1) The final product must be an installable Joomla 1.5 template package which can be set as a Joomla CMS default.
2) The final product must recreate the existing site to close standards using existing images/logos.
3) Attention needs to be paid to users' ability to add new (text-only) articles for the content area. If this requires a separate article category or what have you to make things easy for the users, we can discuss.
Please furnish a reference to other site/template designs completed in the past or have some other form of verified experience with such projects. Bid and monetary consideration will be given to designers with more to show along these lines.
Access to all existing elements (images, current site for reference, etc) will be provided upon hire.
