I am writing a paper on water sharing between two co-riparian states of river Cauvery. Every month stipulated amount of water to be released to the lower riparian state. Due to the variation of rainfall some months its surplus and some months its deficit, this pattern change every year. Some years are surplus years and some years are deficit years. I have all the data of the upper riparian state for the last 30 years. The problem here is since there is shortage of storage in upper riparian state surplus water flows to the lower riparian state. Is there a way can we create a mathematical model using the available data from the upper riparian state. There are some ideas like creating small reservoirs or pump the water to deficit reservoirs or for drinking water or agriculture
