Build me an ms access application

I need a simple application where i can keep a track of granded apparel to the personel.
Eg. each emploee that belongs to the mechanical sector deserves a pair of boots, and a set of work outfit every 6 months and an anorak every 12 months.
Likewise , the emploee that belongs to the chemistrty sector deserves 1 work outfit every 3 months.... and so on.
The program must check the database daily and pop up a message informing the user if any of the emploees its time to be granded some equipment.
