Currently, the European Parliament does not have an app for accessing their video media. I'd like to create an app for accessing their video content live, as is possible on the web, and do it by committee.
Here's the obstacle I'm coming up against.
All of the media is in WMV format.
I was originally working in the Adobe Flash Professional 6. I had essentially finished determining the mechanics of the app--that is, the programming I was to reproduce 100 times--but Adobe cannot point to streaming WMV videos. Nor can any of the other app building apps on the web (Conduit, etc).
It was suggested that I download the videos, convert them and reupload them, but that's more work, and server capacity, than I have resources for. It also defeats the purpose of having mobile access to the live feed.
It was suggested that I look into HTML5, but that is more expertise than I have.
What I will likely need is someone who can build the app (maybe in Flash Professional?), and do it in a way that I could then maintain it myself. For an example of animation, please see the JP Morgan Chase App. I am already working with a graphic designer for the graphics.
Please see the Excel file attached. It contains a schematic of the app. The schematic includes all of the committees (AFET, AFCO, PECH, etc--I've only done the AFCO for demonstration purposes).
