Write an Android and iOS application for Joomla news portal

I want an Android and iOS application for my Joomla based news portal website. Articles published on the website are grouped under News, Articles, Notices, and Upcoming Events with each having few sub-categories. I want mobile application that visitors of the website can install on their phone so they can receive news/articles/events updates instant notifications on their phone when a new update is available. Users should be able to configure whether they want instant (push) notification, hourly update, or even turn off auto notification. News/Articles button or sub-category button selected should display 10 most recent updates links (Title,Small Thumbnail, and Date). The links must link to the corresponding article on the joomla website which is already mobile friendly/responsive. For upcoming events, users should be able to filter upcoming events by category, sub-category, and date. The info viewable on the app should be the event's name and date, venue, time, rate, contact # for ticket, and small thumbnail for the event. I also want a way to display random graphic ads on the main/welcome page of the app.
