Offline HTML5 2D Game Engine - Targeting Tablets

I am wanting an offline 2D sprite-based game engine developed in HTML5 & Javascript. I am targeting multitouch tablets (iOS, Android, BB, WebOS, etc)

I will be designing all of the levels, graphics, and music myself. I just need the core engine and functionality developed. Use placeholders for everything. You can read over the design document and example videos in the attached zip file. The design document was for the original PC version, but obviously changes will be made (i.e no right-click, two finger swipe will scroll level, etc). Needs to support different screen resolutions.

The game will support having 165 levels. It will save and have a menu system. It needs to work offline.

I need an easy way to develop levels. That can be with a third-party map editor if need be. Make a suggestion. Let me know how you would plan to implement levels.

Also give me an estimate on a timeframe.
