Need a skilled coder to develop a simple mobile advertising app that will target local mobile users. Very open to suggestions on the

The concept is to create a quick mobile ad campaign, launch it/push it to other mobile devices that are in close range. These devices should receive
the ad campaign etc. its aimed at business so will target consumers as receivers.
We should have a detailed analysis or reports on the campaign , like views, clicks etc. Keep it simple and straight forward for now as i need a simple prototype.
