Ionic cross browser app with Rails backend

We need to hire an extremely reliable and capable Ionic and Ruby on Rails developer to finish an app that was started but never got finished. This is the situation: We hired someone offshore to develop an Ionic app 9 months ago. The agreed-upon completion time was 3 months. The guy promised that he would do a good job in the beginning, but he did not. He caused our project to be delayed by more than 6 months and he never finished the project completely. The Android build that he gave me had so much errors and bugs. It was simply unusable and unacceptable. He also never provided the iPhone build even though he promised he would. He made up many excuses when we asked him why things are not getting done. Finally we stopped believing him and realized that we can’t waste anymore time and money. Because of his incredible unprofessionalism, he caused our startup to lose potential funding. We are extremely disappointed at him and sad that we lost so much time, opportunities and money. Despite of this terrible experience, we believe NOT all offshore developers are like him. There are many reliable and capable ones, that’s why we are giving it another try to find someone good to finish the app and fix the bugs.
