The main goal of this Ingest application is to provide a user-friendly way to ingest new media into our archive system, named AVResearch.
The recording source could be a VCR or audio-tape.
The application captures with the needed hardware the video and audio signal and stores it on local hard disk.
The minimum requirement is that the application can record 1 video channel and 8 audio channels at once. This also includes metadata.
The application will communicate with the archive system by ASIM. Full documentation about ASIM is included in the specification. The selected coder will receive an ASIM SDK including test tools to make life easier.
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).

Some bidders have problems to organize the hardware required to encode a video channel and 8 audio channels. We will accept, that the testing of the application is restricted to a video channel with audio, and 2 separate mono audio channels. This means that developers can use standard equipment such as a webcam with audio and a simple soundblaster compatible audio device. The developer is not allowed to use any SDK for specific hardware. You have to use a standard Microsoft API (Directshow). Concerning the required CPU performance: The encoding 1 video channel (with audio) and 2 audio channels must be possible without problems on a single-core CPU. If the testing involves all channels (1 video channel with audio and 8 audiochannels) a dual-core CPU can be required. Please note, that a developer who offers to do the full testing (video + 8 audio) has our preference. Our suggestion for hardware used is: Video encoding: any standard Hauppage or Pinnacle video card with composite video input 8 ch Audio encoding: We would suggest using the M-Audio Delta 1010LT soundcard (price approx. $ 250).
