Need Errors fixed and additional features for Freelancer site.

I have a freelancer website at [login to view URL] This website has errors and some features do not work. Bidding system does not work communication system does not work Admin panel is not fully showing and some features not working. There may be other errors I am not aware of however bottom line I need a fully working website. I also want to add local sections to the script by city and state. as well as distance search from zip codes added. I have worked with designers here before and I am not new. I have also learned many here make promises they cannot keep ad several have run off with my money. My money is real and it shows in my feedback. However I will not give money up front. I have learned this is a big mistake. My money has been taken every time. Not again. If you do not agree to these terms do not bid. I will not change my mind and you will not get the job. I am a payer and you can copy the site and work on it on your own server. I do not care. When project is done payment will be made with no problems.
