10365 MSSQL Survey

This application has already been done in draft form. I need this finished up and given a more attractive graphical setting. The developer took ill and could not finish. I have attached a pdf with the original sketches. Essentially, this application tracks votes on a single question every 2 minutes (or other interval as defined by the Administrator) for anywhere between five and a few hundred voters who begin their voting at different times during one-hour period. These votes are averaged and presented as an average to the Presenter avery 30 seconds and exported to a spreadsheet. I will be most interested in bids with the following characteristics: (1) Developers who read this description and review the pdf will be given priority. Generic "I can do this" bids will not receive much (if any) attention. (2) Speed is important right now. If you do not have time for this project at this time, please do not bid. Perhaps we could do business at a future date on another project. (3) We have to communicate. My promise to you is to give you at least as much information as you ask for, if not more.
