Install VPN on router

Hi The project is doable but the figures you draw is for some specific routers. both routers need to support creating a vpn server and client. Since you haven't provided any information about the routers you have, I am not able to confirm that the solution you provided on the paper is the best. However, for your main problem which is having access to Irish IP abroad, there are a few other similar options which might be more meaningful to do. If you need to have you own IP address abroad, then you have to build a VPN server inside your house in Ireland and therefore, you need to have a router which is capable of running a VPN server or we need to find another way to host your VPN server. If you dont need to have your own IP address and just need an Irish IP abroad, we have even more possible options to discuss.
