Ad-tech Network Engineering Project

We are looking for a talented individual or team to help us accomplish a small scale ad-tech experiment. We need this network in the diagram below to be constructed, and we need it to be able to store specific network metrics -- per each specific user -- connected to the network (around 5000 people) depending on what we are filtering for. That means if we want to be able to view someones browser history, we need that to be siphoned off into our database of network data and have it able to be queried for each associated user profile.
