78726 Script Modification

I run a Paid to Read Email Website. I need urgent modification on my script. My budget will not exceed $100 and I will pay by Paypal. My script is in CGI only. It is a Create-a-Click script. My main concern is in my Gold membership. There are 2 jobs to be done in this project. 1. Referral Earnings. My script is programmed to credit members referral earnings when the referred downline earned the member 1 full cent. I want my script to be able to credit members referral earnings when the referred downline earned the member 0.01 cent instead of 1 cent. 2. Gold Membership. My script for Gold Membership only has one function of adding. And it allows the gold members' url to rotate to get random orphaned new members. I want the function disabled. I do not want any members to get orphaned new members. Canceling option should be added so that I can always cancel any gold member status should any gold member decides to unsubscribe. I want my Gold Membership script to be "smart". It will be able to track downlines with TIME SENSITIVITY. I will pay my gold members $2.99 per month for each Tier 1 Direct Referral that upgrades to gold membership for as long as the Direct Referral remains in the gold membership subscription. On the condition that the Tier 1 Direct Referral upgrades AFTER the gold member does. Any gold member does not entitle the $2.99 monthly bonus generated by a Tier 1 Direct Referral Gold upgrade if the downline subscribes to Gold Membership BEFORE the upline. Only RESPONSIBLE and COMPETENT programmers may bid. This is an honest and serious project. Two programmers disappeared after they figured that they do not know how to modify my script. The last programmer quoted me $100.
