Scripted permissions

I am looking for someone to write a shell script that will automate a series of specific permissions on a complex, nested, directory structure. The script should be modular enough to be modifiable or adaptable to varying structure so I can use it at different clients.

The permissions themselves are a mix of ACL and POSIX. The operating systems are mostly Windows and OS X, but occasionally Linux.

We are open to ideas on implementation but I'm probably looking for something using BASH, PERL, Ruby or WSH where they are appropriate.
