57221 Fix my Freelance Site Please!

The site is [login to view URL] I need the site completely fixed. The programmer that worked on it previously screwed everything out. Can you help me fix everything? Here's a list of what needs to be done: 1. Fees change to a straight 3% for both webmaster and programmer 2. Need to use Paypal to fund accounts, using IPN. 3. Currently, when you sign up and pay for an account, it won't let you log in. That needs to be fixed (although you will no longer need to pay for an account). 4. The escrow system put into place by the previous programmer needs to be checked. 5. A helpdesk system like Scriptlance for cancelling projects, etc. etc. must be put into place 6. You must look over the site and make sure everything is functional and the fees are set to 3%. Please make it widely known on the homepage fees are just 3% 7. Improve the script in any way you see fit. Thank you.
