Our company has decided to outsource new engineering projects. This is just the first of many. The ongoing problem is that our software is very complex Business Information systems (Data, Sales analization) with over 10 years of continued development from a team of professionals.
We are moving to the outsourcing arena in a number of steps, for two reasons. One is to give us some experience in outsourcing in general; the other is to validate that the contractors are responsible professionals. We are only interested in professionals that are part of an organization that can designate several people at a time to our projects, then possibly sit idle while we validate & think up new projects.

The first stage 'Document Verification' is designed to validate our documentation. Tedious and boring, but necessary in our minds to prepare the contractors to learn our systems for two reasons. One reason is to give them experience in bidding on future projects, and the other reason is to allow them to learn our systems, so that future QA and development will go much smoother.
The initial Document Verification has been estimated at between 9 - 12 weeks total for one person. This person should be in some sort of leadership role within their organization, so as to make decisions on QA/Development in future engagements.
Our company is looking to start a long-term relationship with any company that can fulfill our needs. This original project is for a maximum of 12 weeks, but there is a great chance of many years of continued projects for any company that is responsible and brilliant with software engineering.
We are looking for a company with a sound knowledge of C++, VB, .NET, ASP and web technologies. IIS experience.
Also, Lotus Notes programming experience (Domino Server) is a plus.

Defects and re-check of fixed defects section
for the documentation that we supply.
We will employ specific coding standards, and only the highest quality will be accepted.
As a general rule, on any projects, a minimum of 25% will be held back until delivery, and acceptance by us. Any problems with acceptance will have to be solved before the final payment is made.
We are looking to move on this project right away. We already have one proposal that we aren't happy with, and would like some competing proposals now. To help validate your companies status, when replying, if you could include a copy of a standard contract, and any other company information, it would be very helpful.
