Portal for College students to post the projects

Hello,
I am looking at a new project for developing a portal for our various college students community (in our University) where we can post their College projects which they do as part of their curriculum .
Need to have a search functionality to search all the projects.
Search criteria:
Subject,
Key word,
Department(Bio-Technology, Mathematics, Physics etc),
Grade ( BE, Bsc, Msc, Phd etc),
Location
College
Security:
Only the people (registered) should be able to edit their own project details.

Should be Search Engine Friendly.
Should have additional features:
- Send the page as an email to friend
- Book mark the site
- Show when they last logged in
- Log-in & Forget Password features
- Forum (vbulliton or PhpBB or some other forum) setting
Also want to include basic information about each college in the university ( Subjects, Departments, Adddresses, Courses etc)
Can you let me know what would be the cost for developing such a project? What will be the time lines? Do you have any sample sites that u hv done before?
