i'm planning a project where i want to integrate an SMS application. I'm planning to attach a cellphone in the computer (5 PCs so i need 5 cp too) so a client will just text any 5 numbers attached to the pc and i can immediately receive text messages from my clients. This messages will be stored in single mySQL database including the number of the sender. It means, the 5 PCs will be connected to common mySQL server. If the message is received, an auto generated reply will be forwarded to the sender. The sender is allowed to send messages twice only every month. The application is for bill payment
Case: Mr Bush needs to pay his bill amounting to $50. He will just go to the office to buy a pin number with corresponding cost. He then buy a pin number 2007012345 amounting to $43.50.. His cellphone number is already in our database including his profiles such as name, address, etc.(individual registration is necessary for a lifetime client). To pay his bill, he would just send (or text) the pin number to any of my 5 cellphones attached to 5 PCs. Once the message is received (pin only), a confirmation is then forwarded to Mr Bush. If he entered the wrong pin or undesirable messages,he got no confirmation and it will not be processed in our database. The excess amount will be accumulated and will be used for the next payment in the following month. The pin that he send, must exist in our database so SQL query is I think necessary. each pin must be unique so it will be used once only. No clients should use the same [url removed, login to view] clients are permanent, i required their Last name, first name, address,and cellphone number. Their cellphone number will be the basis (or account number if necessary) will be the basis of my billing and status of their payment.

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
