how to take XML data, and convert to SQL db on a schedule. ie. run in background some way...

Need this project to do the following:
Using either A) An [url removed, login to view] webservice or vbs (or .sql stored procedure).
Need this script to do the following:
Given this data: <[url removed, login to view]> The data changes every time theres a change on the server. ie. Pilot enters, flies, puts in a flight plan.. etc.
Insert the data into DB, and check for duplicates. ie. No duplicates will be entered on all fields. The data needs to change in the DB if theres an entry that relates. ie. So the DB doesnt grow too large on update schedule.
I currently have this .vbs script using SQLXML to do bulk import, but it doesnt do any checks for duplicates and fails if theres a primary key. I would like to discuss this in more detail with the interested coder. Prefer in language [url removed, login to view] or VBscript. I also prefer the coder speak english.
I ultimately (but not required) would like this project to be a win32 service written in [url removed, login to view] w/complete project.

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
