I need a **video conferencing solution** for our local network. Often times I need to speak with someone next door and would prefer use an instant messenger type program with video/audio capabilities. This will only be used on an internal LAN, so there are no bandwidth/compression concerns. The platform used for the application does not matter as long as it will run on Windows 2000 machines. I do not need anything fancy and do not want to reinvent the wheel, so the use of code/programs which are already available would be fine.
I would like it to work almost identically to AOL Instant Messenger but with the addition of a video image field. Users will need to be able to type back and forth with co-workers, or in a group room type environment, and have the option to enable video with other members. Ideally the stream would support 640x480 from our web cams. Authentication and passwords are not necessary as it will only be used between a small local group of users. I do not need anything fancy, we just need it functional. I would settle for just video/audio conferencing (minus the type chatting etc.) also. Our budget for this is limited, so if you see a particular feature adding to the cost, feel free to bid it separately as an addon.

1) Complete and fully-functional working program(s) in executable form to allow video conferencing, including both Video and Audio, on an internal network.
2) The following is a list of requirement:
a. Application must run on Windows 2000 environment
b. Must allow multiple users (minimum 10 users)
c. Must allow 640x480 video stream
d. Stream must be in real time and synced with audio
3) Additional Provisions ??" since the manner in which this application will be coded/assembled is not known, additional provisions may be added to the final agreement based on the solution/method provided by the coder.
