Movie file filter/blocker

I need a program that will allow me to send an instant message to all gnutella and fast track client users upon their downloading of any mpeg, divx, dvd, or any other movie format( all movie files).instant message must be sent out only upon size of file. example:if client is attempting to download a movie file is above 50,000 KB. for avi, 5,000 for mpeg, the following instant message will be sent out to client user. The user that receives this message, their IP will be put on a database, that blocks them from downloading movie files over movie file size limit from gnutella and fast track .example: [login to view URL] is download Matrix ( the movie) at Kazaa . the file is 250,000 KB .avi type file. He will then, either during , or prior , or after pressing "download movie" ,receive my instant message. Message will say whatever i chose it to say. If Jonathan at Kazaa is attemping to download another movie using the same IP. he will be blocked from downloading any movie file format. Being able to block them from downloading movie files is imperative, by any means possible. . Please reply soon. would like to start ont his project ASAP... Just in case it is not possible in every aspect, But i do need something similar to the main description/goal. If i cant get exactly what i want, maybe we can work around it. I am aware that if you are a user on, for example 'Kazaa' ,you can send a instant message to other users. Also, when on kazaa, you can see every file another user HAS downloaded, and file type. Im only using Kazaa as an example,Because people using Gnutella and fast track network are similar with these features . It is possible to know when people are downloading movie files through these networks if you are a [login to view URL] these networks are free and public, i would think there is some type of grabbing technique for grabbing someones IP espicially if you are part of that network. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Installation package that will install the software (in ready-to-run condition) on the platform(s) specified in this bid request. 3) Complete ownership and distribution copyrights to all work purchased. ## Platform WINXP WIN ME 2000 98 ## Deadline information looking for coder that have good knowledge of p2p application, as well as being very creative if certain aspect of this program cannot techically be obtained, I am open to all ways that this can be worked out for the primary end result SPECS looking to find users that are downloading/have downloaded movie files,send them a message , as well as block them from downloading another movie file again. however, the message/block wont take place unless the file they are downloading is the size of a movie, or half the size of a movie (because many users download 2 parts to a movie because the file is so big).I am flexible in the blocking technique. I know that i cannot block them through Gnutella and Fast track's server ( including their clients like kazaa, bear share, etc.), so i would like block them through the customer's computer , by tracking them by IP and sending them a blocking code, that will not let them download any movie files on any gnutella and fast track and their clients
