Our company needs a standard way to determine how projects are to be classified (4 different categories, Micro, Minor, Major, or Mega Project) Each classification level has a grid with 12 rows of requirements and 5 columns of milestones for a project. The text in each cell describes the requirement for that project at each milestone. At the beginning of a project, I need for a person to log onto the web page, enter information about their project, be able to view the specific matrix for each project classification, view a list of examples that have fallen under each classification in the past, and be able to chose the classification that their project most closely fits. Once a classification is chosen then the user must be able to look at the chosen matrix and be able to adjust any cell in that matrix. User can chose from any of the descriptions for that cell from a different classification, OR create a customized requirement for that cell, since each project may have unique requirements. Each set of classification requirements is a different color, so it is easy to identify cells that have been altered as their color is different.
1a) Tables must be designed using 3NF standards.
2a) Interface MUST be user friendly and closely resemble the excel prototype. Improvements can be made but shall be reviewed by the buyer before decisions are made. Goal is to have a web app that functions like the prototype. Improvements that become available now as a result of creating this in a web application are welcome!
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
