Outlook Express Plugin

I have heard it is impossible to create a plugin for "Outlook Express". I have seen some have done it according to previous projects on this site. What I want to do is with Delphi 6 create a plugin that filters email based on header content.

To be precise:

MailScanner-SpamScore: ssssssssssss

Mailscanner with Spamassassin adds these scores to the email headers where they are there for email users that want to use them and hidden from those that don't want the trouble.

I want the user to be able to set how sensitive they want the filter to be. If they select 5 if it has sssss's in it move it to a junkmail folder.

Next I want 2 buttons. A blacklist and a whitelist. If a of junkmail gets through I want to be able to select it then hit blacklist to add that sender to the users personnel blacklist. If something is called junkmail that is not I want them to able to select it then hit whitelist to add the sender to there personnel whitelist.
