I'm looking for an application to be created, that will allow me to put a VB form on Top of a Full Screen DirectX (and if possible OpenGL) surface and keep it always on top. As stated my preference is to have a GUI(VB Form) on top of a Full Screen DirectX application however I am open to other alternatives.
This application can be coded in any language as long as Modules can be created in VB / VB.Net or any other format as long as it is discussed and approved my myself.
This application will have to work over 3rd Party applications.

I have seen a few application do this before, so it is possible. I would like this coded as soon as possible, the faster the application gets completed, the more I am willing to pay.
Here is what is needed.
1) Window over DirectX Module
2) Plug-in Module Creation. (Allow people to add plug-ins to the application. I would assume dll's)
3) Auto Updating Utility
Before accepting any bids I would like to see a simple example of a window over a DirectX program as proof that you can accomplish this project.
Upon completion, a sample must be provided (in compiled form .exe) of the program and a simple plug-in (ie: calculator, wav player etc...) This will be tested on the above type of program, if it always stays visible and is usable by the client, as well as the game remains usable and is in full screen mode, this project will be completed and the payment approved.
