I have rephrased my project details. Giving too many details has only resulted in confusion and the deliverables.

Ok, here is an eample site that has similar design layout as iam requesting.

I have provided these icons only to tell you the dimensions and the bg color of the icons . You need to see which icon dimension fits the best.
The dimensions we are interested are in the range between 15X15 to 32X32
The design layout size is around 800X600
Each box in the above layout may have upto 7 titles/links instead of just 3 as shown in the design layout.
**Note:** You are providing only a section of the page. We already have header/footer code in place.
**Deliverables: needed css code, html code.
Additional notes: Design should be neat and clean.
As far as i know, you will deliver pure html/css code. We will take it from their and implement in smarty template engine system.
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
