We are a small repair and maintenance company with 8 field technicians. Each "tech" has similar but different skills and equipment. Our office staff currently has a paper list of how each technician rates (scale of 5 down to 0) their own skills on a list of appx 100 tasks such as installing new windows, painting, installing ceiling fans, building decks, etc. We also have lists of equipment they personally own and carry on their trucks.
Our problem is that it takes too long for a new customer service employee to become familiar with every tech's skills and equipment. They need to be able to answer questions quickly and schedule the most capable tech for the job while on the telephone with the customer.
So, we would like to convert our paper skills rating and equipment lists to a searchable and easily updatable database that will present the techs capable of doing a particular type of job in order from most skilled to least skilled. Similarly, we want to query for "which technician has a power washer, " or " who has equipment for ceramic tile installation, or who has the tallest ladder, etc.
The program should allow us to add and delete techs, update and change skill items, ratings and equipment tracked and be reasonably unlimited as to the number of technicians, skill and equipment types. Our operators use PC's running Microsoft Office XP but their skills are limited so the interface should be easy - like using a search engine on the web. We have Excel but not Access.

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Installation package that will install the software (in ready-to-run condition) on the platform(s) specified in this bid request. 3) Complete ownership and distribution copyrights to all work purchased.
