Circuit Design - LCD to USB Module

I need a circuit designed that will take a standard LCD display and allow a computer to display text and graphics on it via a USB port. For example, it would be great to have a display like: [login to view URL] model MOP-AL082B-BBTW I'm open to other suggestions. Whatever microcontroller you pick needs to interface with the PC using an FT232RL serial to USB converter chip. This must be used b/c it includes royalty free windows qualified drivers. I prefer to use PIC microcontrollers b/c I can order them pre-programmed from Microchip. However, I am open to your suggestions. So, the deliverables are: 1. circuit schematic 2. board layout 3. bill of materials 4. firmware 5. populated, working prototype Please quote for your time/labor on this. In your comments, you may include prices for other charges such as prototype boards, parts, and shipping to me. I will bonus out those costs to you as they become necessary. ## Deliverables

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):

a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.

b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.

3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
