We need a locally installed application (.EXE) that - at a regular interval (every hour between 8 AM and 8 PM - checks a local database for updated records, processes the information and uploads it to a specified URL.
In this particular case the application concerns a Microsoft Access database.
In this database there are 4 tables that are of interest to us.
The first table contains regular client information. Name address etc. The first column is labeled **client number**
The second table comprises 5 columns. Client number, Client type (3 possibilities defined in table 3), Subscription type (40 possibilities defined in table 4), End date.

There is one complication: the originating database does not show when a record was updated, consequently the application has to mark uploaded information as "processed" For this we will have to create an additional field in the second table.
The application we need has to do following:
Check table 2 for new entries
Find the corresponding [Client type] and [Subscription type] in table 2 and change the numbers used into strings
Find the corresponding client’s address in the first table
Collate this information into one set of data and upload it to a URL
Mark found new records as processed
The information is uploaded to a MySQL database.
The work includes an installation programme (InstallShield???) That installs the ODBC driver and the application. During installation we enter

Copy of the subject database (56 Mb) will be made available
If this works we will in future need similar products for other database engines (like Advantage)
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
