This project entails importing data from an online data base to a specific map. The initial planning Point (IPP) will always bee the center of the statistical data.
The data imported is probability zones for missing persons and abducted children. Map Tech is the mapping company that I would like to use. They have a programmers package. The maps should be both topo and aerial maps. I have all the topos (digital) and the aerials are on the MapTech Servers. Go to [[url removed, login to view]]. If you register you can query search and rescue stats, only I can for abducted. There are only 90 cases so use the all and everything to get a good idea of what we do. This saves lives of children and others.
When a search planner is called to a search, they enter the “category?? “age?? “sex?? and area (state/all) and I want to have the map light up with the various, mean, modes, max zone, minimum zone as well as the 25%, 59%, 75%, 90% and 95%, plus a hit on high hazard and high attraction areas that I will identify. The math is done, I just need the zones to appear on the maps.
Also included would be a auto segmenting to help break down the search area.
The data base is ASP and Access.
I can be counted on for my Search and Rescue data and expertise, but have no programming skills.

2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
All common web browsers, Netscape, Windows IE, Fire Fox, Linux and the others that I don't know. Windows XP, 95,2000,NT and other common operating systems that I am not familiar with as well.
