Develop a web site for an investment research business which will include a member’s discussion forum. The site will provide 4 tiers of access -- a limited number (250) of Contributors, an unlimited number of Premium Members, an unlimted number of Members, and an unlimited number of Users. Depending on status, the site will offer different levels of access, and posting permissions. In order to become a Contributor, a person will Apply by submitting a write up of their best stock idea through an on-line form and paying a $495 fee. If their stock idea is considered to be of sufficient quality the applicant will be accepted as a life-time Contributor. Contributors will have access to all of the research and forum content on a real-time basis. In addition to unfettered access to the forum, Contributors will be able to select whether Users can view their individual posts. Contributors will also have the ability to upload content (PDF docs.) to the research library. In order to become a Premium Member a person will simply buy a one-year subscription for a $795 fee. Member’s access and functionality will be identical to Contributors. In order to become a Member a person will simply buy a one-year subscription for a $495 fee. Member’s will have access to research on a 3 business day delay and will have access to all forum content on a real time basis. As well, Members will have unfettered access to the forum and be able to select whether Users can see their posts. In order to become a User a person will simply have to register with the site for free access. Users will receive access to research on a 30 day delay and while they will have access to the forum, specific forum content is viewable to the extent that Contributors and Members grant permission. As well, I would like to use a forum platform that supports private messages among members. This feature would be enabled for all, except the lowest tier Users.

b) For all others including desktop software or software the buyer intends to distribute: A software? installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
Windows XP and all popular browser programs. Developer will be responsible for: 1) Consulting and advising on all technology decisions as it relates with site development. Specifically, advising on the forum software that is most appropriate for this application, choosing the right database, selecting the right e-commerce/payment application. 2) Consulting and advising on all server side technology considerations including hosting and other telecom needs. 3) In addition to designing and architecting the website to accomodate the desired features, the developer will also be responsible for creating a crisp, professional, financial industry look to the site.
