Need Transparent Flash Video for Website Virtual Spokesperson

I am shooting a video of someone in front of a green screen. The video will be about 1 minute long or less.

I need you to take the video, cut out the background and turn it into something I can put on my website and load automatically like this:

I want it to be just like the video spokesperson in the link above. I want it to have the player controls that appear when a visitor hovers over the video spokesperson.

I also need the video spokesperson to move with the page if the visitor scrolls down.

If possible, I would also like the video to remember when the same person visits the site again so the video wont play over and over again for the visitor.

This project will begin within the next 2 weeks so I am posting this bid to find someone who can complete this project for me after I shoot the video.

Again, I will be providing you with a 1 minute or less long video file that will have a person speaking in front of a green screen. I need you to do the rest to make it like the one in the link above.
