Review style website - country and grading

I am looking for a designer that will be able to build a website that is able to do the following (similar in some aspects to tripadvisor)
A way to select individual geographic regions (interactive map or dropdown menus), filtering down to country and sub country level.
Within each sub country level have a number of different entities brackets that people can vote against, yes or no.
total up scores for each bracket and show spread (similar to how tripadvisor shows star ratings) also allow comments.
Allow for linkages of accounts with Facebook and creation of stanalone accounts.
Allow for upload of new bracket categories and pictures for each category and sub post.
Content will be dynamic depending on the usage.
