word press existing site edits - repost

I need someone to edit an existing wordpress site. The client has always done it themselves, but they have run into a few things they can't do. This will be an ongoing long term job but will not involve very many hours monthly. You should be a pro or expert at wordpress.
Initial tasks:
- Add contact (3 field) form, template is already created
- Add new page using existing template, but with new links and menu items (see attached Image). Template is already there.
Only $15-$20/hr bids will be considered ($17/hr is really where I want to be)
