Our company does not require any code per se yet. What we seek to obtain is a brief detailing what (Voice over IP) commercial products or (.net, Java,..) technology SDK's exist out there that we can readily use to integrate into a new variant of an existing product which we have. The current product is a windows software written in VB 6.0 used to manage Internet-access for pc users. We wish to build in new functionalites that will include internet fax, pc-to-pc and pc-to-phone (have to have), MMS and SMS (nice to have), and any other of the new web-based services that exist out there. It is important to add that we have our own VOIP switch and so wish to provide the telephony side of the equation ourselves. We then only require the software modules that will fit on top of an already existing infrastructure. We would like to have at least 6 solutions to choose from, with a clear preference for any .net-style SDK's (e.g., Microsoft .NET Speech SDK) and eventually any solution that won't require too much development work. Should the eventual winner of this bid offer commercial products we have a clear preference for integrating a solution based on a per-copy-sold licencing system where we then offer the telephony services based on our own equipment. It is important to add that we want a shortlist of the best solutions that exist in termes of cost, ease of integration and quality of the solution. A second stage might involve the coder taking part in the integration of the solution (s)he will have found.
The brief will have to have the following items: * Estimation of man-hours to complete a viable product based on each solution offered * Licencing costs involved should the bidder recommend we use a proprietary solution * Detailed presentation of the technology proposed, programming language, pros and cons, etc..
