PHP Text Re-Formatter page

I need a webpage that will reformat plain text into html text with BR breaks <BR>

Example:

User copies/pastes a long text document into a text window, user types in a number which is the number of characters for each line, such as 55. User clicks Reformat button.

Text is reformatted so that no line is longer than 55? characters and? it is broken at the space between? words by inserting a <BR> BReak to prevent any line from exceeding 55 characters. At the end of paragraphs which have an extra carriage return on a line by itself, an extra BR break is? inserted to keep the paragraph? formatting.

Lines of less than the selected length have a BR placed at the end.

Attached is an example before/after conversion with more notes.

This project can be in PHP or Javascript.
