redirect javascript

I am looking for a programmer to write a javascript. Here is what the script should do: 1. check if a cookie already exists, if yes, stop here. if no, go to step 2 2. check referrer 3. if referrer matched(from certain domains that define in the script e.g. google yahoo), drop a cookie in the user browser. If not mached, stop here. [login to view URL] onmousemove event action, if there is any mouse event action, move to step 5. If no, stop here. 5. redirect certain % of the visitor to another page(s), based on their country. (e.g. 80% of uk visitor --> link1, 90% of us visitor --> link2.....).
