Set up IRC Chat Server and Build Web Gateway

This project requires an excellent knowledge of IRC, and proficiency in Java, PHP, Javascript, and Database integration.

Here's what basically needs doing:

You will need to be able to write a module or proxy for an IRC server, setting up multiple new IRC chatrooms with restricted access (limited to those with username/password from a separate PHP/MySQL driven dating website), using standardized off-the-shelf protocol, IRC daemon and filtering proxy, private 1-2-1 chat, no copy and paste into chat, report abusive chatters using logs, IRC bots to kick flooders, etc. Users can create their own new chatrooms that expire if not used.

It will need bots, the same hover-over user profile summaries and thumbnail pics (linking to the PHP/MySQL dating site), private chats, the ability to block other users, both regular and user-created rooms, and it needs to prevent copy and paste.

The dating site username becomes the chat nickname, and unique keys fetch profile data and thumbnail pic from the dating site database. The creator of deviantart chat (above) will be available to answer any technical questions if you do get stuck.

So if you have good IRC server and web integration skills, please show any relevant work and provide a cost estimate for the job.
