103848 Video Storage Site

Hi, I am looking to get a video storage/sharing site developed. I am not looking to create a YouTube clone if that is what you are interested in developing. I would like this service to be a premium service that shows very high quality video that the user uploads. A user will need to create an account (choose different pay levels -- each level will be limited by hours of video instead of storage space) then they will be able to upload their videos, I am looking for the videos to be converted to flash but stay at a very high quality (hopefully the same quality of the video that was uploaded). The user would then be able to tag the video, add a title and description, etc. Each video will be able to have permissions set on it, public, limited to members of the site, limited to invited people, and you will also be able to specify if the video can be downloaded by any of these groups/specific people. The video will also need to be available for download by the owner/people granted permission to download it. It will need to be available in the originally uploaded format and ipod/psp format. I am hoping to get most if not all the storage of the videos to use Amazon S3, this will allow this service to scale very well and save a lot of money on storage costs. This service is more going to be about sharing family videos with friends and family than a YouTube type site although it will use some of the same type of features. This is probably a very vague description of what I am looking for but it should give you the main points for you to ask questions from and place reasonable bids on.
