Authentication and Billing Application !

Aim of the Project is to Create a Authentication and Billing Application. I will be strictly brief as i do not want inexperienced coders to bid on my project. In order to have quotes from experience coders, i would like to hide the basics of the project and need the coder to send me the application basisc which i am looking for. Coder will propose the language used for the application. Must be a GPL Based with tighten security. I refrain from Innovative languages which are not cost effective. Migration of User from One Reseller to Other. Utils ( MRTG, Traceroute, IP2Location) on all Interfaces. User Action History ( Download / Upload / Recharge etc ) IP Pool Allocation for User Groups Pin Generation By Admin , Reseller. Online Payment Module for Hotspot Buyers. Flexible Accounting Discount in any Hours. Bandwidth on Demand. SMS/E-Mail Module for Sending Account Verifications. Schedule Activation/Deactivation of Service By Client ( Accounting will be on Prorate Basis ) Activex Control for User Web PopUP for Messages , Warnings ... Extensive User Logs with Terms and Conditions : Coder should submit the past experience in similar application. Coder Should be Available at-least 5 hrs a day on Skype or Similar Application. Coder will prepare weekly document of work done. Payment will not be released to coder unless the work is finished. All Payments will be held in ESCROW. Deliverable will be in ISO packed with Application and Distro for Out of the Box Operation.
