You must be familiar with portal and community site portals tools. It is most helpful if you are familar with the features available in Tiki/ Yahoo! Groups/ SourceForge/ UBBThreads/ phpnuke/ postnuke / blogger tools etc
The site proposed below should use already developed open source packages to the largest extent possible
The site I have in mind is community portal where one or more users collaborate to respond to a PROBLEM. The site offers a CATALOG of a number of PROBLEMS listed by CATEGORY. For example, the site could be a list of suggested student thesis topics (Problems) by discipline (Category)or suggested topics for a paper writing contest
The site should run on Linux, use mySQL as the Database. It can use Opensource CMS like Tiki or phpnuke or postnuke etc.
I am open to purchasing and incorporating low cost products as well if they speed up development. Let me know in your bid if you propose the use of any commercial programs and what they might cost.
There will be some advertizing on the site -- so if there shouldnt be any restrictions on commercial use of any public domain/ open source components you use.
My interest is in getting the site up quickly, so it is ok to propose to deliver some features in phases. Please outline this in the bid. Your bid will include a description of what your proposal is to deliver the functionality, what products you suggest we use, and an enumeration of features you will deliver. If your bid is variably priced, please indicate a cost break down down for each feature. I am happy to work with the developers to iterate on the set of features. You can deliver the DB and DB maintenance functions first and then the design and maintenance from the Community Aspects of the site.

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Installation package that will install the software (in ready-to-run condition) on the platform(s) specified in this bid request. If third party components are required, it is ok to assume we will be able to install those first -- but you should provide any scripts to "configure" them.
3) Complete ownership and distribution copyrights to all work purchased.
