Looking for a script which will configure a firewall on a standard linux distribution. While that is easily done out of the box, the firewall MUST forward ALL out going web requests to a webpage on the local machine which states that outgoing requests are not allowed. Example: Users on network want [url removed, login to view] The request is redirected to apache on the firewall/router at 192.168.1.1 No gui is required, I want it to be command line driven. Script can be written in bash or perl. Script must do all configuration for me. It also must support exceptions, meaning all requests except [url removed, login to view] forward, etc. The coder must provide a list of all packages required to do this, the final product will be put in a custom distribution.

Linux. We will probably base the final distribution on debian or gentoo. It must be archetecture independent.
