Simple Modifications for a Classifieds PHP Script

I have Classifieds Website based on CMS written in PHP and uses Smarty templates. I want to make the following modifications.
1- Change the path for the uploaded files from root [login to view URL] to [login to view URL] to be more neat.
2- Currently when the users add a new listing. The listing is under approval ...I want the listing to be under approval when they edit the listing or add a new picture as well. ( to make sure they didn't add any prohibited stuff in the ads )
3- Currently when the user uploads a new picture the script uploads 3 pictures. One for thumbnail , one for picture preview and one for featured paid listings only. I want the one for paid listings to be uploaded only if the listing is paid because I have thousands of useless pictures eating my hard drive for no benefit and I never use them!.
4- I want the meta description and meta keyword in the page source code to get the data in the listing description & keyword fields added by user. to improve the on site seo for the website. ( should be done for listings & articles )
5- I want to add a new SMS payment gateway from txtnation [login to view URL] . Currently , I have a lot of payment gateways on the system so It will be an easy task ( just copy the current scripts for any of the current payment gateways and adjust it to fit the txtnation structure ).
6- Modify the Page , meta description & the on page title for the Tags search results page to include the Search keyword to improve the on site SEO. ( currently the page title & meta description is "search page!" which is not good for seo )
7- On my site I have listings & articles , I have a Similar listings block showing below each listing on the site. I want to develop the same block but for Articles this time. ( Similar articles block below each Article ).
All these modifications will be made on the developing site first ( [login to view URL] ). After you are done If everything is ok all changes will be ported to the live site ( [login to view URL] ).
